In recent years, a growing discussion about how we should design our cities has emerged, particularly for the more controversial modes of design such as “defensive,” “hostile,” or “disciplinary” architecture (i.e., benches on which one cannot sleep, or metal studs on which one cannot skate). Although this debate is relatively mature, many studies have argued that these design notions are undertheorized and are, thus, challenging to study from an empirical and normative perspective. In this paper, I will defne the most (...) common terms used in the literature and show how they are interconnected by utilizing a set of “conditions of adequacy” from philosophy to facilitate a more transparent and well-grounded discussion of them. Terms such as “hostile” and “defensive” design are underlined by several diferent phenomena, not just one as is sometimes commonly assumed. I will also show that these phenomena and their conceptualizations require—and sometimes force us to use—diferent moral reasons when justifying the utilization of diferent designs. (shrink)

Trust is often perceived as having great value. For example, there is a strong belief that trust will bring different sorts of public goods and help us preserve common resources. A related concept which is just as important, but perhaps not explicitly discussed to the same extent as “trust”, is “reliance” or “confidence”. To be able to rely on some agent is often seen as a prerequisite for being able to trust this agent. Up to now, the conceptual discussion about (...) the definition of trust and reliance has been rational in the sense that most people involved have offered arguments for their respective views, or against competing views. While these arguments rely on some criterion or other, these criteria are rarely explicitly stated, and to our knowledge, no systematic account of such criteria has been offered. In this paper we give an account of what criteria we should use to assess tentative definitions of “trust” and “reliance”. We will also offer our own well-founded definitions of “trust” and “reliance”. Trust should be regarded as a kind of reliance and we defend what we call “the accountability view” of trust, by appealing to the desiderata we identify in the first parts of the paper. (shrink)

A potential first step towards navigating this conceptual maze is to provide desiderata for a definition of social sustainability. We defend a list of nine desiderata and thereby create a theoretical framework for analyzing and constructing a definition of "social sustainability". We also examine the skeptical arguments and find that it is premature to conclude that the goal of finding a useful definition is hopeless. With the criteria in place, the future debate can proceed by assessing definitions of "social sustainability" in a more structured and transparent manner. The increasing use of Artificial Intelligence for making decisions in public affairs has sparked a lively debate on the benefits and potential harms of self-learning technologies, ranging from the hopes of fully informed and objectively taken decisions to fear for the destruction of mankind. To prevent the negative outcomes and to achieve accountable systems, many have argued that we need to open up the “black box” of AI decision-making and make it more transparent. Whereas this debate has primarily focused on (...) how transparency can secure high-quality, fair, and reliable decisions, far less attention has been devoted to the role of transparency when it comes to how the general public come to perceive AI decision-making as legitimate and worthy of acceptance. Since relying on coercion is not only normatively problematic but also costly and highly inefficient, perceived legitimacy is fundamental to the democratic system. This paper discusses how transparency in and about AI decision-making can affect the public’s perception of the legitimacy of decisions and decision-makers and produce a framework for analyzing these questions. We argue that a limited form of transparency that focuses on providing justifications for decisions has the potential to provide sufficient ground for perceived legitimacy without producing the harms full transparency would bring. Carbon nanotubes (CNTs) are one of the first examples of nanotechnology, with a history of promising uses and high expectations. This paper uses the recent debate over their future to explore both ethical and value-laden statements which unsettle the notion of CNTs as a value-free nanotechnology and their regulation as purely a technical affair. A point of departure is made with the inclusion of CNTs on the Substitute-It-Now list by the Swedish NGO ChemSec, an assessment process that anticipates and complements (...) the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH) regulation in Europe. An argument map is constructed to illustrate the core contention in the debate—should CNTs be substituted or not—which follows from a systematic literature review and content analysis of sampled journal articles. Nine arguments are articulated that bolster one of two camps: the pro-substitution camp or the contra-substitution camp. Beneath these arguments are a set of three implicit values that animate these two camps in prescribing competing interventions to resolve the dispute: (i) environmental protection and human safety, (ii) good science, and (iii) technological progress. This leads to a discussion around the regulatory problem of safeguarding conflicting values in decision-making under sustained scientific uncertainty. Finally, the study suggests further empirical work on specific nanomaterials in a pivot away from the abstract, promissory nature of nanotechnology and other emerging technologies in science, technology, and innovation policy. The examination of ethics and values is useful for mapping controversies in science and technology studies of regulation, even amongst experts in cognate research fields like nanomedicine and nanotoxicology. In this thesis, I deal with the notions of a condition holding for some proposition and a proposition being true in a certain number of possible worlds. These notions are called propositional quantifiers and numerical modalizers respectively. In each chapter, I attempt to dispose of a system. A system consists of: a language; axioms and rules of inference; and an interpretation. To dispose of a system is to prove its decidability and its consistency and completeness for the given interpretation. I (...) shall, in passing, make applications to de definability, translatability and other topics. In Chapter 1, I consider the system 5SQ. Its language is that of 55 with Q as a fresh unary operator. Its axioms and rules of inference are those for 85 plus the following special axiom-schemes for Q: 1) QA::>MA 2) Q A ::> L V L 3) L ::> 4) Q A ::> L Q A. 'QA' is interpreted as 'A is true in exactly one possible world.' I dispose of the system by showing that every formula in it is equivalent to one in normal form. Again, we dispose of the systems by normal forms. This requires that we eliminate quantifiers and nested occurrences of L by adding new symbols to the language. For S5╥+, the operators Qk suffice. For S5╥, the operators Qk suffice. For S5╥, we also require the constant g and a fresh unary operator N. For S5╥-, even greater additions are required. In the last two chapters, 6 and 7, I turn to systems which have essentially the same language as S5╥. However, ‘Qk A' is now interpreted as 'A is true in exactly k possible worlds accessible from the given world.' Different conditions on R, the relation of accessibility, lead to different axioms. In chapter 6 I consider the conditions of reflexivity, symmetry and transitivity, and in Chapter 7 the conditions of being a partial, convergent, total or dense order. I prove consistency and completeness by the method of maximally consistent systems. The method can yield decidability results, but I do not go into the matter. We consider the implications for the ethical evaluation of research programs of two fundamental changes in the revised research ethical guideline of the Council for International Organizations of Medical Sciences. The first is the extension of scope that follows from exchanging “biomedical” for “health‐related” research, and the second is the new evaluative basis of “social value,” which implies new ethical requirements of research. We use the example of antibiotic resistance interventions to explore the need to consider the instances of what (...) we term the pragmatic risks of such interventions to evaluate the social value of certain kinds of health‐related research. These (pragmatic) risks severely threaten the social value of interventions in every area where human and social responses significantly impact on their effectiveness. Thus, the social value of health‐related research needed to demonstrate its effectiveness depends on the extent and successful management of such risks. Research designed to take into account the management of pragmatic risks also gives rise to similar types of risks, and the potential for social value in light of those risks needs to be considered in ethical reviews based on the new guidelines. We argue that, to handle this new expanded task, the international system of research ethical review addressed by the guidelines needs institutional development. (shrink)

This paper outlines a heterodox and largely unexplored conception of objecthood according to which the notion of an individual object is a determinable. §1 outlines the view. §2 argues that the view is incompatible with a natural analysis of kind membership and, as a consequence, undermines the Quinean distinction between ontology and ideology. The view is then used to alleviate one source of Quinean hostility towards non-trivial restrictions on de re possibility in §3, and to elucidate Fine’s neo-Aristoteltian, non-modal (...) conception of essence in §4. §5 concludes. Kit Fine has proposed a new solution to what he calls ‘a familiar puzzle’ concerning modality and existence. The puzzle concerns the argument from the alleged truths ‘It is necessary that Socrates is a man’ and ‘It is possible that Socrates does not exist’ to the apparent falsehood ‘It is possible that Socrates is a man and does not exist’. We discuss in detail Fine’s setting up of the ‘puzzle’ and his rejection, with which we concur, of two (...) mooted solutions to it. (One of these uses standard, Kripkean, notions, and the other rests on work done by Arthur Prior.) We set out, and reject, the philosophy of modality underlying Fine’s new solution, and we defend an alternative response to the alleged puzzle. Our solution follows the work of David Wiggins in distinguishing between the sentential operator ‘It is necessary that’ and the predicate modifier ‘necessarily’. We briefly provide this distinction with a possible- world semantics on which it is neither a necessary truth, in some sense, that Socrates exists nor true, in some sense, that Socrates necessarily exists. We argue in this paper that so-called new wave reductionism fails to capture the nature of the interlevel relations between psychology and neuroscience. Bickle (1995, Psychoneural reduction of the genuinely cognitive: some accomplished facts, Philosophical Psychology, 8, 265-285; 1998, Psychoneural reduction: the new wave, Cambridge, MA: MIT Press) has claimed that a (bottom-up) reduction of the psychological concepts of learning and memory to the concepts of neuroscience has in fact already been accomplished. An investigation of current research on the phenomenon (...) of long-term potentiation reveals that this claim overstates the facts. Both the psychological and the neural concepts involved have not yet stabilized and face further correction under the influence of both bottom-up and top-down selection pressures. In addition, psychological concepts often refer to functions, and functions are indispensable and irreducible. Function ascriptions pick out objective patterns involving historical factors and distal goals. This view of functions implies that psychological facts cannot be simply read off from the neurophysiological facts. Although psychological theorizing is constrained by neurophysiology (and vice versa), psychology remains distinct at least to some degree. (shrink)

The doctrine of eliminative materialism holds that belief-desire psychology is massively referentially disconnected. We claim, however, that it is not at all obvious what it means to be referentially (dis)connected. The two major accounts of reference both lead to serious difficulties for eliminativism: it seems that elimination is either impossible or omnipresent. We explore the idea that reference fixation is a much more local, partial, and context-dependent process than was supposed by the classical accounts. This pragmatic view suggests that elimination (...) is not the prime model for understanding the complex relations between the mind and brain sciences, and that we have little ground for concluding that in general psychological kinds do not exist. We suggest that reference changes are better seen as continuous rather than completely eliminative. (shrink)

Continued concern for animal welfare may be alleviated when welfare would be monitored on farms. Monitoring can be characterized as an information system where various stakeholders periodically exchange relevant information. Stakeholders include producers, consumers, retailers, the government, scientists, and others. Valuating animal welfare in the animal-product market chain is regarded as a key challenge to further improve the welfare of farm animals and information on the welfare of animals must, therefore, be assessed objectively, for instance, through monitoring. Interviews with Dutch (...) stakeholder representatives were conducted to identify their perceptions about the monitoring of animal welfare. Stakeholder perceptions were characterized in relation to the specific perspectives of each stakeholder. While producers tend to perceive welfare from a production point of view, consumers will use visual images derived from traditional farming and from the animals’ natural environments. Scientists’ perceptions of animal welfare are affected by the need to measure welfare with quantifiable parameters. Retailers and governments (policy makers) have views of welfare that are derived from their relationships with producers, consumers, non-governmental organizations (NGOs), and scientists. All interviewed stakeholder representatives stated that animal welfare is important. They varied in the extent to which they weighted economic considerations relative to concern for the animals’ welfare. Many stakeholders emphasized the importance of communication in making a monitoring system work. Overall, the perspectives for the development of a sustainable monitoring system that substantially improves farm animal welfare were assessed as being poor in the short term. However, a reliable system could be initiated under certain conditions, such as integrated chains and with influential and motivated stakeholders. A scheme is described with attention points for the development of sustainable monitoring systems for farm animal welfare in the long term. (shrink)

Gold & Stoljar are right in rejecting the radical neuron doctrine, but we argue that their distinction between determination and explanation is not principled enough to support their conclusion. We claim that the notions of multiple supervenience and screening-off offer a more precise construal of the dissociation between explanation and determination that lies at the heart of the antireductionist position.

Direct-to-consumer advertising (DTCA) of prescription drugs has been a heavily contested issue over the past decade, touching on several issues of responsibility facing the pharmaceutical industry. Much research has been conducted on DTCA, but hardly any studies have discussed this topic from a corporate social responsibility (CSR) perspective. In this article, we use several elements of CSR, emphasising consumer autonomy and safety, to analyse differences in DTCA practices within two different policy contexts, the United States of America and the European (...) Union (EU). Doing so results in an alternative analysis of the struggle between proponents and opponents of DTCA from a CSR perspective, adding an alternative view on this debate. (shrink)

The widespread potential for somatic fusion among different conspecific multicellular individuals suggests that such fusion is adaptive. However, because recognition of non‐kin (allorecognition) usually leads to a rejection response, successful somatic fusion is limited to close kin. This is consistent with kin‐selection theory, which predicts that the potential cost of fusion and the potential for somatic parasitism decrease with increasing relatedness. Paradoxically, however, Crozier1 found that, in the short term, positive‐frequency‐dependent selection eliminates the required genetic polymorphism at allorecognition loci. The (...) ‘Crozier paradox’ may be solved if allorecognition is based on extrinsically balanced polymorphisms, for example at immune loci. Alternatively, the assumption of most models that self fusion is mutually beneficial is wrong. If fusion is on average harmful, selection will promote unconditional rejection. However, we propose that fusion within individuals is beneficial, selecting for the ability to fuse, but fusion between individuals on average costly, selecting for non‐self recognition (rather than non‐kin recognition). This paper has two main objectives. The first one is to reflect on the validity of data in analysis and projections that underpin the engineering asset management of organizations, considering, on the one hand, a certain resistance or even inadequate use of data and information of a subjective nature and; on the other hand, a consolidated reliance on quantitative approaches and decisions based on data series. The second objective is to contextualize the applicability of combining qualitative data based on experts’ (...) experience and on the tacit knowledge built in organizations, with approaches based essentially on quantitative data, according to the data availability and the decision scenario over the asset life cycle. We present two application of an approach combining quali and quanti data. One example interrelates Statistics with Psychology and the other combines elicitated data about asset indicators with parameters deterministically calculated. Both applications aiming at providing more realistic indicators and supporting the Asset Management process to make more assertive decisions. (shrink)

Since the early 1980’s, with the clinical advent of in vitro fertilization resulting in so-called “test tube babies,” a wide array of ethical considerations and concerns regarding artificial womb technology (AWT) have been described. Recent breakthroughs in the development of extracorporeal neonatal life support by means of AWT have reinitiated ethical interest about this topic with a sense of urgency. Most of the recent ethical literature on the topic, however, pertains not to the more imminent scenario of a physiologically improved (...) method of neonatal care through AWT, but instead to the remote scenario of “complete ectogenesis” that imagines human gestation occurring entirely outside of the womb. This scoping review of the ethical literature on AWT spans from more abstract concerns about complete ectogenesis to more immediate concerns about the soon-to-be-expected clinical life support of what we term the fetal neonate or fetonate. Within an organizing framework of different stages of human gestational development, from conception to the viable premature infant, we discuss both already identified and newly emerging ethical considerations and concerns regarding AWT and the care of the fetonate. The Retreat of Reason brings back to philosophy the ambition of offering a broad vision of the human condition. One of the main original aims of philosophy was to give people guidance about how to live their lives. Ingmar Persson resumes this practical project, which has been largely neglected in contemporary philosophy, but his conclusions are very different from those of the ancient Greeks. They typically argued that a life led in accordance with reason, a rational life, would also (...) be the happiest or most fulfilling. By exploring the irrationality of our attitudes to time, identity, and responsibility, Persson shows that the aim of living rationally conflicts not only with the aim of leading the most fulfilling life, but also with the moral aim of promoting the maximization and just distribution of fulfilment for all. Simon applies tools developed in the theory of decision-making to the logic of action, and thereby develops a novel concept of heuristic power. Adapting ideas from utility and decision theory, Nicholas Rescher proposes a logic of preference by which conflicting theories proposed by G. H. von Wright, R. M. Chisholm, and others can be systematized. Donald Davidson discusses difficulties (...) in specifying the structure of action sentences to elucidate how their meaning depends on that structure. G. H. von Wright devises a method for describing each “state of the world” that results from an action, in a revision of his own earlier work. Conflict can profoundly affect individuals and their groups. Oftentimes, conflict involves a clash between one side seeking change and increased gains through victory and the other side defending the status quo and protecting against loss and defeat. However, theory and empirical research largely neglected these conflicts between attackers and defenders, and the strategic, social, and psychological consequences of attack and defense remain poorly understood. To fill this void, we model (1) the clashing of attack and defense as games of strategy (...) and reveal that (2) attack benefits from mismatching its target's level of defense, whereas defense benefits from matching the attacker's competitiveness. This suggests that (3) attack recruits neuroendocrine pathways underlying behavioral activation and overconfidence, whereas defense invokes neural networks for behavioral inhibition, vigilant scanning, and hostile attributions; and that (4) people invest less in attack than defense, and attack often fails. Finally, we propose that (5) in intergroup conflict, out-group attack needs institutional arrangements that motivate and coordinate collective action, whereas in-group defense benefits from endogenously emerging in-group identification. We discuss how games of attack and defense may have shaped human capacities for prosociality and aggression, and how third parties can regulate such conflicts and reduce their waste. (shrink)
